I wonder if it was more progressive in the south since women and men were taught waterbending equally even before there was a shortage in the war. First with Master Pakku refusing to teach Katara because of her gender and then when we learn that Yue is being married off by her father. Season 1 of ATLA touches on it a little with the sexism of the northern water tribe. Interesting that the water tribe culture seems to be the most conservative of the shows we've seen.
